Social Tenants Access to Information Requirements (STAIRs)

The Social Tenants Access to Information Requirements, known as STAIRs, has been introduced to make it easier for social housing customers to find information about their landlord.
New requirements called the Social Tenant Access to Information Requirements (STAIRs) will give social housing tenants greater access to information about their landlord.
STAIRs aims to improve openness and transparency and help tenants hold their landlord to account.
What is changing?
STAIRs is being introduced in two stages.
From 1 October 2026
MSV and other private registered housing providers will be required to proactively publish certain information about the management of their social housing.
We will make this information clear, accessible and easy for customers to find. We will also review and update it regularly.
From 1 April 2027
MSV tenants, or a designated representative acting on their behalf, will be able to request certain information relating to the management of MSV’s social housing.
We are preparing for these changes and will add more information about how to submit a request before April 2027.
What information will we publish?
STAIRs covers several classes of information, including:

- Housing stock management
- Performance
- Housing services
- Lists and registers required by law
- Social housing management
This may include information about:
- Our Board, senior colleagues and organisational structure
- Our spending, grants and service charge income
- How we manage, maintain and invest in our homes
- Our progress towards net zero
- Tenant Satisfaction Measures and other performance results
- Health and safety performance
- Complaints performance
- Inspection outcomes and regulatory assessments
- The housing, advice and support services we provide
- Policies relating to the management of social housing
