
City Mayor, Paul Dennett, and Tracy Kelly, Lead Member for Housing, Visit Lower Broughton Site Destined to Support Homeless People in Salford
MSV, working alongside partners at Salford City Council, are developing a brand new scheme in Lower Broughton for people who have previously experienced homelessness or rough sleeping. The project will deliver 42 new homes within a six-storey development, providing much-needed, high-quality housing and facilities for individuals moving on from homelessness, with two of the new homes to be used by Salford City Council to provide emergency accommodation for homeless families.
The £8.82 million project has been funded by the Greater Manchester Combined Authority (GMCA) and Homes England, with MSV having acquired the land from Salford Council.
The development will provide secure accommodation of 1-bedroom apartments, all designed with modern, open-plan living spaces for people who have previously experienced homelessness in the borough and who are now looking to take their next step towards living independently. 40 apartments will be let on a social rent plus a service charge. Social rent is typically between 50% and 70% below market rents in the area, making them an affordable option for renters. The remaining 2 will be let at market rent.
The ground floor will be given over to supporting work and employment initiatives, both for the residents and wider community.
Residents of the new development will stay at the scheme for up to two years, receiving support from Salford City Council, designed to prepare them for the responsibilities of their own permanent tenancy.
Legacie is delighted to have secured its first social housing project in Greater Manchester at St Simon Street, Salford, for its client MSV housing. This milestone project, achieved through the Innovation Chain North (ICN) framework which aims to deliver high-quality, sustainable housing, promote collaboration and ensure compliance with Public Contract Regulations 2015.
The scheme is expected to be completed late 2026.

Demand for affordable housing options in Salford means that it’s vital we continue to work closely with housing providers like MSV Housing to build more social housing and supported living, which is an important stepping-stone in helping people get back on their feet and a pathway out of homelessness into settled accommodation.”
